Job Purpose: Oversee financial project operations for detention transportation contract in San Antonio, Texas.

General Description of Duties: Project Controls Manager, overseeing financial project operations for a transportation contract in San Antonio, TX for Department of Homeland Security – Immigration Customs Enforcement. This position is responsible and accountable for all accounting, financial, contracts and vendor administration, and financial performance reporting aspects of the contract. The candidate is responsible for effectively communicating with corporate headquarters, company management, the project team, and the client; and works side-by-side to achieve successful project deliverables within the budget and cost constraints of the contract.

Specific Job Duties and Responsibilities:

  • Provides monthly briefing to project manager on project financials, status, issues, and concerns; keeps project manager informed daily of any issues that arise.
  • Delivers engaging, informative and well-organized presentations.
  • Resolves and/or escalates issues using chain of command in a timely fashion.
  • Understands how to communicate difficult and sensitive information.
  • Identifies opportunities for improvement and makes constructive suggestions for change.
  • Prepares and submits workforce update requests to corporate headquarters as changes to the project’s workforce occurs (i.e. new hires, turnovers, new labor categories).
  • Responds to various audit requests related to billing, timekeeping, and compensation.
  • Remains on the forefront of emerging industry practices.
  • Contract Administration:

  • Understands contract pricing models and billing procedures.
  • Effective liaise and establishes relationship with client on contract operations.
  • Tracks, prepares and submits project funding update requests to corporate headquarters when contract modifications are received.
  • Accounting and Finance:

  • Understands basic revenue models, P/L, and cost-to-completion projections and makes decisions accordingly.
  • Accurately forecast, analyze and explain variances against monthly revenue, profitability, margins, bill rates and workforce utilization projections.
  • Determines appropriate revenue recognition.
  • Helps review and resolve any payroll setup or employee payment issues.
  • Performs monthly reconciliation of customer billing against payroll data and resolves any discrepancies.
  • Reconciles employee leave balances as needed, and/or other data.
  • Prepares backup and ensures timely and accurate invoicing to the customer.
  • Monitors receivables for project.
  • QAs and/or calculates and submits monthly accruals for entry into the corporate accounting system.
  • Monitors and oversees all site timekeeping entry and correction; supports timesheet/payroll reconciliation.
  • Subcontractor/Vendor Administration:

  • Creates purchase requisitions as required.
  • Monitors subcontractor funding and submit updates to purchase orders as required.
  • Reviews, codes, and approves subcontractor monthly billing and vendor invoices.
  • Performance Reporting:

  • Effectively works within the confines of the project budget
  • Provides monthly briefing to project manager on project financials, status, issues, and concerns

  • Minimum Qualifications:

    • 5 years finance and accounting professional work experience in corrections or detention operations, federal contracting, or similar environment.
    • Bachelor’s degree in Accounting/Finance or similar business discipline, or the equivalent combination of education, training, and experience. Desired Qualifications:
    • MBA preferred 
    • CPA certification preferred
    • Proficient in Microsoft Excel
    • Familiar with other MS Office Suite offerings (MS Word, PowerPoint, Sharepoint),
    • Familiarity or proficiency with Cost Point, Cognos and Deltek T&E application a plus
    • Independent, self-starter who is comfortable managing within a distributed office environment.
    • Detail oriented and ability to multi-task several critical actions simultaneously.
    • Ability to work successfully with difficult people.
    • Ability to establish program objectives or performance goals and assess progress.
    • Experience with corrections or detention billing/accounting is desired.
    • Prior management/supervisory experience. Clearance requirements:
